A candidate or issue mention on linear TV or radio is a timestamped event. It happens on one channel, at one time, for a measurable stretch. Screenshots assembled after the segment are weaker than a record written when the audio ran.

What a usable hit looks like

Each detection should carry channel, timestamp, duration, confidence and a clip when capture succeeds. That is what rapid-response and counsel can open without reconstructing the hour from memory.

Coverage is the channels you activate from the directory, plus any bring-your-own streams. If a market is missing, bring the feed or ask for it to be added.
